Job Capacity Assessment (JCA)
The Job Capacity Assessment (JCA) programme was introduced on 1 July 2006 as a key part of the Government's 'Welfare to Work' package. This programme is part of the Government's substantial investment in services designed to help people find and keep paid employment.
A JCA is a comprehensive assessment of a person's ability to work. It also serves as a process for the identification of any barriers people may be facing to finding and maintaining employment.

Specialist Assessments
A Specialist Assessment is most likely to occur where it is not possible to establish the permanency of, or diagnosis, a condition for DSP purposes or a referral to PAGES. For example, a Specialist Assessment may occur in situations where no or limited medical evidence is tendered, or where conditions have not been formally diagnosed. A Specialist Assessment may also occur where it is not possible for an assessor to gauge the likely impact of a medical condition on a client's ability to work without specialist advice. Specialist assessments are tailored to the clients needs with a detailed report submitted to the referrer once the service has been completed.
Specialist assessment services may include:
- Psychological Assessment - Clinical
- Psychological Assessment - Intellectual
- Specialist Psychiatric Consultation
- Other Specialist Consultation
- Other Specialist Report
MSA can provide comprehensive Specialist Assessments that support Job Capacity Assessors to accurately complete a JCA where a specialist assessment is requested.
Job Capacity Account (JCAc) Services
The MSA team of qualified health professionals specialise in providing short-term health interventions and services. Our Job Capacity Account services have a 'work-first focus' which is aimed at assisting clients to become job ready. To ensure a customised approach to service delivery all of our services are available on an hourly basis with optimal hours recommended.
What is the Job Capacity Account (JCAc)?
The Job Capacity Account is an account established as part of the Welfare to Work reforms to fund short-term pre-vocational interventions to help certain clients become job ready and get the best results from the Job Network.
What types of clients are eligible/may benefit from JCAc services?
JCAc services are short-term interventions designed to assist clients to become job ready. To be eligible for JCAc services, clients will be assessed as:
Suitable for referral to Job Network and ready to look for work subject to the completion of a short-term intervention or attached to an existing Job Network Member
Having pre-vocational and non vocational barriers such as medical conditions or personal factors.
MSA services funded under JCAc
Services funded under JCAc are designed to be brief therapeutic interventions of up to 13 weeks. On completion of each of our services the referring JCA Assessor will receive a summary of the client's progress and outcomes achieved from the service.
MSA offers the following comprehensive suite of services available under JCAc:
Counselling Programmes
One-on-one counselling can assist clients who have both vocational and non-vocational issues which may impact on their job readiness and employability. The service is provided by qualified health professionals and is suitable for clients experiencing:
- Drug and Alcohol problems
- Depression and/or Anxiety
- Grief and Loss issues
- Relationship Problems
- Behaviour management issues
- Career Counselling
- Other Psychological Problems
Cognitive Behaviour Therapy (CBT)
CBT is an evidence based therapeutic intervention that is proven to be effective treatment for conditions such as depression and anxiety. Our team of psychologists specialise in providing CBT for job seekers experiencing:
- Low Self Esteem
- Poor Self Confidence
- Persistent and Negative Self Talk and Perceptions
Pain Management
Pain management provides therapeutic psychological intervention to assist Job Seekers having difficulty in the adjustment to disability. A customised approach for individual clients may be provided by Occupational Therapists, Psychologists or both. The programme identifies factors affecting clients pain and assists clients in developing strategies to effectively manage the pain.
This is a suitable treatment for Job Seekers experiencing:
- Problems coping with pain
- Persistent pain
- Secondary anxiety and depression as a result of experiencing chronic pain
Social Casework
Our qualified team of health professionals are able to assist clients with case management processes that are integral to their successful return to employment. Our health professionals can assist clients by locating and linking them in with community resources and addressing issues such as:
- Drug and Alcohol Problems
- Gambling Problems
- Finding Suitable Accomodation
- General Welfare Issues
Work Conditioning
MSA provides tailored Work Conditioning programmes which are ideal for clients who are de-conditioned due to absence from work, recent or past injury or a history of joint or muscle conditions limiting work options. Our work conditioning programme can also benefit clients who have maladaptive perceptions about their functional capacity and types of work they can accomplish, as well as clients who are fearful of work leading to re-injury or exacerbation.
